Zambia Road Safety Trust is governed by a Board of Trustees and managed by an executive and technical team. This page explains the main leadership roles and the boundary between Board oversight and management responsibility.

The Board provides strategic oversight and holds executive management accountable for organisational performance, financial stewardship, institutional risk and public credibility.
Constance Luipa
Chairperson, Board of Trustees
Constance Luipa was appointed Chairperson of the ZRST Board for a three-year term from 1 May 2026 to 30 April 2029. Her Board mandate covers governance leadership, strategic direction, accountability and oversight. Her professional background includes governance, institutional risk, regulatory compliance and control systems, supporting Board scrutiny of organisational performance and financial stewardship.
Paul Mwanza
Secretary General
Paul Mwanza serves as Secretary General of the Zambia Road Safety Trust. He supports formal Board administration, governance communication and institutional record-keeping, including certification and communication of Board decisions.
Executive leadership
Strategy, partnerships, programme direction and institutional performance.
Executive leadership is responsible for converting Board direction, partner commitments and road-safety priorities into practical work programmes, institutional relationships and accountable delivery.
Daniel Mwamba
Founder, Executive Director and Chief Executive Officer
Daniel Mwamba founded ZRST and leads strategy, government and corporate engagement, fundraising, public advocacy and programme development under Board oversight. His work has focused on safe school zones, speed management, pedestrian protection, sustainable transport and the practical delivery of locally led road-safety programmes.
Chilekwa O’Brien
Deputy Director
Chilekwa O’Brien supports programme design, research, monitoring and multi-partner road-safety work. His background combines epidemiology, biostatistics, urban transport and injury prevention. At ZRST he has worked on Safe System programme planning, school-zone safety, active mobility, road-safety inspection and international research work.

Senior management and technical staff support ZRST’s institutional functions, including research partnerships, financial administration, training, field delivery, stakeholder coordination and programme documentation.
Thomas O. Miyoba
Research and Partnerships Manager
Thomas O. Miyoba leads research partnerships and institutional engagement with government, regulators, councils, universities and development partners. His work includes stakeholder coordination, policy dialogue, proposal development and translating road-safety evidence into practical engagement with public institutions.
Reuben Banda
Finance Officer
Reuben Banda supports ZRST’s financial administration, including payment processing, cash and payment reconciliation, budget preparation, payroll and statutory obligations. His role supports the financial records and controls required for project delivery, audit preparation and partner reporting.
Abigail Chembo
Senior Road Safety Instructor
Abigail Chembo leads and supports road-safety education, driver training, school sensitisation and community outreach. Her work includes preparing learning materials, facilitating sessions for drivers and school communities, coordinating with public institutions and mentoring junior instructors and volunteers.
Susan Mawele
Programmes Implementation Assistant
Susan Mawele supports project implementation, quality review, administration and stakeholder coordination. Her ZRST work has included safe-school programmes, road-safety research activities, public events and iRAP Star Rating for Schools reviews.
