ZRST congratulates Hon. Charles Milupi and calls for leadership on road safety

The Zambia Road Safety Trust (ZRST) congratulates Hon. Charles Milupi on his appointment as Minister of Transport and Logistics on 29 October 2026.
On behalf of its Board, management, staff and volunteers, ZRST wishes the Minister wisdom and success as he takes up responsibility for a sector that shapes livelihoods, trade and the safety of everyday journeys.
A call for leadership on road safety
The appointment comes with an urgent need to reduce road traffic crashes, deaths and serious injuries. Each life lost leaves a family facing grief, while survivors can face lasting disability, care costs and loss of income.
ZRST respectfully looks to the Minister for clear policy guidance and coordinated leadership on road safety. Priorities include effective speed management, stronger oversight of commercial fleets, safer school journeys and better protection for people walking and cycling.
These priorities require joint work across the Ministry, RTSA, Zambia Police, road agencies, local authorities, health services and transport operators. Clear responsibilities and regular review of results can help turn policy commitments into safer journeys.
Ready to support the Ministry’s priorities
ZRST stands ready to contribute community evidence and practical experience from its work on school-zone safety, fleet safety, public awareness and safer walking and cycling.
The Trust would welcome an opportunity to brief the Minister on this work and receive his guidance on how civil society can best support the Ministry’s road safety priorities.
As Zambia develops its transport networks and logistics corridors, protecting human life must remain central to progress. ZRST looks forward to constructive engagement with the Minister and his team.
