ZRST’s strategy shifts road safety from isolated projects to long-term, system-wide solutions. By 2030, ZRST will contribute to a measurable reduction in serious road traffic fatalities and injuries in Zambia, with a strong focus on:
Children and youth
Pedestrians and cyclists
Women and persons with disabilities

Our Theory of Change
If ZRST strengthens its strategic focus, results framework, and institutional capacity, and mobilises diversified funding and partnerships, then it can deliver larger, multi-year programmes that:
Improve road infrastructure
Influence safer road user behaviour
Support policy and enforcement reform
Strengthen post-crash response
This will lead to safer streets, reduced deaths and injuries, and fairer access to safe mobility across Zambia.
