The Zambia Road Safety Trust (ZRST) is championing the rapid introduction of Non-Motorized Transport (NMT) infrastructure in Lusaka to address the urgent needs of pedestrians and cyclists. With over 65% of Lusaka residents relying on walking and cycling for their daily commutes, the absence of safe and accessible infrastructure has made these modes of transport increasingly dangerous.
ZRST is appealing to donors, development partners, and the Government of Zambia to commit funding for the development of a comprehensive NMT network as outlined in the recently proposed Lusaka NMT Strategy. The total estimated cost for implementing the strategy, which includes footpaths, cycle tracks, safer crossings, and shaded walkways, is ZMW 1.3 billion (USD 50 million).
The Urgent Need for NMT Infrastructure
The current lack of dedicated walking and cycling facilities has resulted in increased road traffic injuries and fatalities, particularly among vulnerable road users. Key findings from recent studies highlight:
Over 2,000 road crash fatalities annually in Zambia, with many involving pedestrians and cyclists.
High pedestrian and cyclist volumes along critical corridors like Lumumba Road and Cairo Road, where infrastructure gaps are most evident.
Poor accessibility to public transport hubs due to inadequate pedestrian pathways and obstructions.
ZRST’s Role as the Lead Implementer
ZRST is well-positioned to implement this transformative initiative, leveraging its extensive road safety and infrastructure development expertise. The organization will oversee the planning, design, and execution of NMT improvements, ensuring that every intervention meets international safety standards. ZRST’s proven track record of successful community-based road safety projects makes it the ideal partner for this endeavour.
To make this vision a reality, ZRST is calling on:
Donors and Development Partners to provide financial support to cover the infrastructure costs, including innovative solutions like greenways and pedestrian-friendly urban centers.
The Government of Zambia to prioritize NMT in national budgets and support sustainable urban mobility through policy and regulatory frameworks.
The proposed NMT network will be implemented in three phases over ten years, with the first phase focusing on critical corridors such as Lumumba Road, Cairo Road, and Dedan Kimathi Road. This phase alone requires ZMW 182.6 million (USD 7 million) and will significantly enhance accessibility and safety for thousands of NMT users.
